August 15, 2017 Town Council Meeting Minutes
The meeting was called to order by Mayor Raymond Herring.
All council members with the exception of Darrell Newton and Gail Miller were present for the meeting. Paul Koonts, town attorney; Will Boney, accountant with Bobby Massey CPA; and three residents of the town were also present for the meeting.
The minutes for the July 18, 2017 meeting were reviewed. Doug Scott motioned to accept the minutes as written, seconded by Hugh Doss. The minutes for the July 18, 2017 meeting were unanimously approved.
Ballfield reservations were discussed. The council decided against charging fees for the use of the ballfield. Mayor Herring proposed that the council accept the ballfield reservation form draft. Hugh Doss made a motion to accept the form, with Doug Scott seconding the motion. The vote to accept the form was unanimous.
Water cut offs and water/sewer deposits were discussed and will be reviewed at the September meeting.
The annexation of Mr. Keith Hoyt's property was discussed. Doug Scott asked if Mr. Hoyt could be connected to sewer. Mayor Herring replied yes, but it would be at his own (Mr. Hoyt's) expense, this being a voluntary annexation. Doug Scott made a motion to accept the annexation of Mr. Hoyt's property effective today 08/15/2017, with Hugh Doss seconding the motion. The vote passed unanimously.
On the subject of accounting audit bids, Paul Koonts stated that he had reached out to five good sized firms in the area. Three of those do not handle municipalities. Stout Stuart McGowen & King replied that they are booked this year, but may be able available next year. Parker firm of Concord, NC was also booked and also stated that they may be available next year. Cobb Ezekiel Loy & Company submitted a bid as did Bobby Massey.
Doug Scott stated that he was not in favor of accepting a bid from Bobby Massey due to the need for seperate entities to protect public funds for checks and balances. Hugh Doss made a motion to accept Bobby Massey's bid for audit, with Mayor Herring seconding the motion. Vote: 2 to 1, with Doug Scott opposed.
The floor was open for public comment or questions. There were none.
Mayor Herring made a motion to go into closed session, seconded by Hugh Doss. The council voted unanimously to go into closed session.
Meeting returned to open session. Mayor Herring made a motion to adjourn the meeting, seconded by Hugh Doss. The vote was unanimous to adjourn.
